Global Grants Translator for Mexico and South America

Arturo has assisted clubs and districts in working with the proper authorities in Mexico and South American countries for district and global grants. Arturo served the Mexican Ministry of Foreign Affairs in different capacities for 12 years. He worked closely with governments and institutions from North, Central and South America. Through his professional career at the Ministry his area of focus was international cooperation. Arturo currently serves as Assistant Vice-President for International Relations at The University of Texas at El Paso. Arturo is a bicultural and bilingual professional who is passionate about building bridges of collaboration between countries and institutions. He served as club president (2019-2020),District 5520 Public Image Chair (2020 –2022) and is currently an Assistant Governor. Arturo graduated from UTEP with a degree in Business Administration and has Masters in Applied Public Policy from the International and Ibero-American Foundation for Public Policies in Madrid, Spain.
