Arturo served the Mexican Ministry of Foreign Affairs in different capacities for 12 years. He worked closely with governments and institutions from North, Central and South America. Through his professional career at the Ministry his area of focus was international cooperation. Arturo currently serves as Assistant Vice-President for International Relations at The University of Texas at El Paso. Arturo is a bicultural and bilingual professional who is passionate about building bridges of collaboration between countries and institutions. Bev is a long-time member of the Rotary Club of Spokane Aurora Northwest in District 5080 in eastern Washington. She served as District Governor of D5080 in 2018-19; the Zone 26 and 27 GETS/GNTS faculty in 2019; Chair of the 2022 Zone Institute in Salt Lake City; and currently is Regional Rotary Foundation Coordinator for Zone 27. Carolyn is a retired mathematician and actuary, with strong mathematical and project management experience. In 2009, Carolyn was the primary international contact for a $350,000, four-year Rotary 3-H grant to promote economic development in Zimbabwe. The RI reviewer of that highly successful grant called it a model for all grants, in that it changed the participants’ attitudes. She served three years as an Assistant Regional Rotary Foundation Coordinator in Zone 26/27 assisting districts and clubs with their grant work. She served nine years as Chair of the D5450 Grants sub-committee, during which time she reviewed and helped improve approximately 100 Global Grant applications. She continues that work as the D5450 Global Grants Reviewer and also serves as a Financial Auditor for the Cadre in North America. Carolyn is a member of The Rotary Foundation Programs Committee, the advisory committee to TRF Trustees on all matters related to Foundation Programs. She provides a unique insight about Rotary programs to the Committee from the perspective of a participant in the programs.

Cecelia is a member of the Rotary eClub of Silicon Valley, California, in District 5170. After a professional career in finance, Cecelia retired in 2019. She has served in several positions on the District Rotary Foundation Committee involving District Grants, Global Grants, Stewardship and in other district committee roles. She leads a D5170 Global Grant Review Committee, which reviews every Global Grant application before submission to TRF. A member of the Cadre of Technical Advisors since 2008, Cecelia specializes in the areas of Economic Community Development, Basic Education and Literacy, and Financial Audits. Jayne Hulbert has been an active member of Rotary International for many years and is the Zone 27 Endowment/Major Gift Adviser for 2025-2028. Jayne was Governor of District 5150 in 2018 – 2019 and District Rotary Foundation Chair from 2019 – 2023. A veteran Rotarian, Shirley is a member of the Rotary Club of Fresno, CA in District 5230. She served as District Governor in 2012-13 and currently is the Regional Rotary Foundation Coordinator for Zone 26. A 30 year Rotarian, Steve has served both his D5190 and the Rotary Foundation in many capacities. He served as D5190's District Governor in 2010-11, and then Chair of the DRFC during the successful transition years of the 'Future Vision' pilot program. Steve served as the Zone 27 Regional Rotary Foundation Coordinator 2017-20 and as the Endowment/Major Gifts Advisor in 2022-25. Stew is a member of the Rotary Club of Seaside, Oregon, in District 5100. He is a former industrial engineer and long-time business lawyer, retired in 2006. A 30 year Rotarian, Stew led a Group Study Exchange (GSE) team to Indonesia in 2005. He returned to Indonesia many times to help plan and implement water, sanitation, and hygiene (WS&H) projects in underserved communities. Stew also helped develop WS&H projects in 14 villages in Tanzania. Stew has been an active member of the WS&H Rotary Action Group (WASH-RAG) and served on the TRF Cadre of Technical Advisors for over a decade. He helped write guidelines for Global Grants in the WS&H Area of Focus. He also co-led the team interviewing over 100 Rotarians in many countries to establish Rotary’s WaSH strategies and Indicators in coming years. Susan has provided grant training and development in Mexico, Dominican Republic, Australia, Thailand, Africa and in many Rotary districts in the U. S.
