Carolyn is a retired mathematician and actuary, with strong mathematical and project management experience. In 2009, Carolyn was the primary international contact for a $350,000, four-year Rotary 3-H grant to promote economic development in Zimbabwe. The RI reviewer of that highly successful grant called it a model for all grants, in that it changed the participants’ attitudes. She served three years as an Assistant Regional Rotary Foundation Coordinator in Zone 26/27 assisting districts and clubs with their grant work. She served nine years as Chair of the D5450 Grants sub-committee, during which time she reviewed and helped improve approximately 100 Global Grant applications. She continues that work as the D5450 Global Grants Reviewer and also serves as a Financial Auditor for the Cadre in North America. Carolyn is a member of The Rotary Foundation Programs Committee, the advisory committee to TRF Trustees on all matters related to Foundation Programs. She provides a unique insight about Rotary programs to the Committee from the perspective of a participant in the programs.

Elizabeth will proudly serve as the Zone 26 Regional Rotary Foundation Coordinator July 2025 – June 2028. She previously led the AG Resources and Network Group and served as the Zone 26 Empowering Girls Ambassador, helping elevate club impact and leadership across the zone. A Past District Governor of District 5495 (2020–2021), Elizabeth has held numerous roles including Club President, District Chief of Staff, District Rotary Foundation Chair, Leadership Development and Education Chair, and a member of the Youth Exchange Committee. A devoted "host mom" to many exchange students, her own son also participated in RYE, traveling to Italy and RYLA. Elizabeth helped launch District 5495’s first statewide Rotaract District Council and led two Interact teams to Kenya with Crutches 4 Africa. She is passionate about The Rotary Foundation and enjoys helping clubs design and implement high-impact projects. She’s always excited to support you and your Rotary journey!

Currently a member of the Rotary E-Club of World Peace in D5330, Rudy is past president of the Rotary Club of Lake Arrowhead Mountain Sunrise and served as District Governor of D5330 in 2015-16. Rudy has great experience as a Rotary trainer. He has been an RLI facilitator, PETS facilitator, District Trainer, and leader of a VTT to Haiti in 2015. He has organized and convened several significant events to promote world peace, including the 2016 Rotary World Peace Conference in Ontario, California; Program Chair for the Presidential Peace Conference before the 2017 RI Convention in Atlanta; and convener of the 2020 Rotary Peace Conference, also in Ontario, California. Rudy and his Rotarian wife Karyn are Major Donors to the Rotary Foundation and members of the D5330 PolioPlus Society. Rudy is a recipient of the Service Above Self Award. He will serve as Chair of the D5330 District Rotary Foundation Committee in 2026-29.

A veteran Rotarian, Shirley is a member of the Rotary Club of Fresno, CA in District 5230. She served as District Governor in 2012-13 and currently is the Regional Rotary Foundation Coordinator for Zone 26. Shirley has broad experience and expertise in matters related to the Rotary Foundation of Rotary International. She can advise clubs and districts in planning and implementing District Grants and Global Grants; raising funds for Foundation programs; and supporting the Endowment Fund. As a strong supporter of PolioPlus and prodigious fundraiser for the eradication of polio, Shirley can guide clubs and districts on fundraising efforts, promoting the PolioPlus Society, and see the value and opportunity to participate in National Immunization Days (NIDs. )In addition, Shirley has extensive professional experience managing a training and support center for the IT department of a county government with 8,500 employees. She also has served on GETS and GNTS faculties, been a facilitator and keynote speaker at several PETS, and represented the RI President at several district conferences. With this background as a trainer and public speaker, Shirley can help clubs and districts design programs to train and educate their members to be inspired, engaged, and committed Rotarians.

Community Assessments Global Grants Cadre - WaSH

Stew is a member of the Rotary Club of Seaside, Oregon, in District 5100. He is a former industrial engineer and long-time business lawyer, retired in 2006. A 30 year Rotarian, Stew led a Group Study Exchange (GSE) team to Indonesia in 2005. He returned to Indonesia many times to help plan and implement water, sanitation, and hygiene (WS&H) projects in underserved communities. Stew also helped develop WS&H projects in 14 villages in Tanzania. Stew has been an active member of the WS&H Rotary Action Group (WASH-RAG) and served on the TRF Cadre of Technical Advisors for over a decade. He helped write guidelines for Global Grants in the WS&H Area of Focus. He also co-led the team interviewing over 100 Rotarians in many countries to establish Rotary’s WaSH strategies and Indicators in coming years. Stew can assist Districts with their Grant Management Seminars and other grant training, advise on performing Community Assessments for potential Global Grants, and offer guidance on strategic planning for TRF funded projects and scaling them in the future.
